Well, I live in the Midwest (Missouri) ... and nope, no Rachels here. lol But I can see where that would come from. It seems like a very down-home name. Kind of like Rebecca.
If I had two daughters, I think I'd call them Leah and Rachel. It's a Biblical thing. But they go very well together. =D

Weird. I live in Illinois, and I knew (personally, not thorugh repuation) at least five Rachels (& Rachaels) in high school, and I've met more in college.
