I wouldn't personally use it, I don't think, but it's definitely a name that immediately sounds "strong." It's a name for parents who don't want something too "pretty" for their daughter, but at the same time don't just want to take a name traditionally used for boys and smack it on their daughter and call it a day.
Of the two spellings, despite it going against most of my naming philosophy I actually prefer Rachael to the traditional Rachel (which to me looks like it's missing something). That said, I prefer Raquel to both.
