I think James Harold Wilson was the one the Beatles were referring to when they sang on "Taxman", "Ah-ah Mr. Wilson, Ah-ah Mr. Heath."

He was indeed. And he and "Mr Heath" alternated as Prime Ministers, Wilson from the Labour Party and Heath from the Conservatives.

Edward Heath was known in the media at least as Ted - another populist touch.
