McGarr, i.e. Mac an Gheairr, Irish for 'Son of the Short (person)'.
For a first name, try Beagan, also Irish, meaning the 'small one'. It's part of the surname Beckinsale, now famous thanks to the actress, and from the Lancashire place name Becconsall - the halh of Bekkan, referring to Irish-speaking Norsemen who settled there in the Tenth Century.
