It looks like the Russian name Баев which is more commonly transliterated as Bajev. I don't know the etymology.

"Bay" is a Turkic (e.g. Turkish) loanword into Russian.

The familiy name Bayeff (Баев) is more frequent in Bulgaria rather than in Russia.
