Wow. I admire your style -- and effort!
The only ones I'd put my foot down against would be the ones where each twin gets a variant of the same name, like Elizabeth / Isabel, Margot / Megan, Marian / Marina, Yannick / Johan / Johanna, Vivian / Bibiana, Adele / Heidi / Alice, Wilma / Willa / Minnie, Eleanor / Lenore, Charlotte / Karolina, Elen / Ilona. That's just too much for me. They each deserve their own name. The meanings are a nice, subtle way to tie the two together. But to give them the same name warmed over is not fair.
Another name that means noble is Patrick / Patricia. So you could have an Adele and Patricia, or Heidi and Patrice, etc.
Another name meaning miracle is Mirabel / Mirabella.
Other names meaning lady are Morwenna and Myfanwy, and possibly Leda.
Another name that means light / bright is Niamh.
Some of the anagrams look forced to me. I ask myself if the parents would ever have named the child one of those names if it hadn't been part of a theme. If I get the feeling that they wouldn't have, then I can't really like the name for the child. They didn't ask to be part of a matching set. But some can work well enough. I like Noel and Leon.
I thought Julius / Julia meant downy / hairy, not heavenly / divine. (ETA: Ah. I just clicked on the link and I see there are two possible origins of the name Julius / Julia. Sorry.)
But yes, overall I love what you've done here. My favorites would be:
Liv and Zoe
Jemima and Paloma
Nerys and Freya
Renee and Anastasia (although I'd prefer Renata and Anastasia)
Svetlana and Helena / Elena (it's so nice to see Svetlana get some recognition)
Another set you might like is Daphne and Laurel.
