There are also a lot of secular Jews in Israel who might use it. I've heard that Izevel means "Island of dung" or something similar in Hebrew so I doubt it's seen very much but I don't know if that's true.

Yeah, I was thinking of that too, not all the Jews in Israel are Orthodox, far from it, and wasn't there a trend at some point, amongst Israelis, to use the names of minor, or even negative Biblical chatacters? So I wouldn't be entirely surprised if Izevel was sometimes used, unless it does mean something really bad.
