The only Shelby I've ever known was a spoiled little girl. I didn't like this name before I met her and I still don't like it. I'm not a fan of Shelley, either. I've never met a Shelley I liked. Both of these names leave a bad taste in my mouth. (I think you have to love "shel" names or hate them there is no middle ground.)
