Sharkan looks like a variation of Serkan to me. I searched it up really fast on Google and it looks like it is also the name of a village in Russia and a last name--in some cultures, when people migrated to cities (or moved to different countries) many of them took on the name of their village as a last name, or attached it as a hyphen--it seems like this is the case with a lot of people that turned up in the search.
Perhaps someone else will come by who can tell you definitively what Sharkan means, but like I said...it looks to me like a variation of Serkan. Turkey is not very far from Russia, and with the extent of the Ottoman Empire, it is plausible that Sharkan is derived from Serkan.
