Chloe's popular now, I think Pheobe will be popular in about 5-10 years.
I love Chloe, but wouldn't use it, because I admit I'm a snob when it comes to names I see as over-used. I love Chloe on a 30 something woman, but not as much on a 3 year old, as there are so many 3 year old Chloes now.
Pheobe has grown on me, but I'm not sure if I love it. It sort of sounds like "feeble" to me, which isn't a good impression to me.
I'm torn. I would say go with Pheobe and at least be somewhat ahead of the trend, rather than somewhat behind it. But if I lived in a vacuum - so to speak - I say go with Chloe. It's the prettier of the two.
