i found searching in Spanish two other meanings: one is "el oso de llanura" (bear of the plateau) and the other "peñascal" (place covered with big and high rocks). Both don't show any backing information. It is even doubted if it is Basque or not. I found, though, that it is stated as patronymic, meaning it is a firstname as well. Not used as such frequently anymore, though.

Finally, there is a site saying it is from Hortza, Artza or Hartze, which supposedly means "príncipe de vista agraciada" (prince of the gracious view). Confusing, all in all.
