Do you want a picture contest for every round? Yes, I love contests! :)
If yes, should everyone or just the ones playing be able to vote? Everyone on the boards, if it's just for players there wouldn't be as many votes. Allowing everyone on the boards also makes it another game everyone can participate in and not just those elect 15 who are signed up for the congrats game.
Should there be a contest for the optional pictures? That would be nice, I enjoy house and wedding photo contests especially. But of course it would depend on how many photos you got for each category.

Colin O'Hara is a high school teacher who teaches math and science. He has been working at his home town high school for the past year and really enjoys his work. He also coaches the soccer team. He enjoys watching sport, and reading and watching mysteries and solving puzzles of any kind.
Evie O'Hara has always loved designing and handbags. She took fashion design in college and combined her love of design and handbags. She opened her own handbag store in town but her biggest sales are online.
Colin and Evie were high school sweethearts who dated all the way through college. They have always been very good friends and no one was really surprised when Colin finally got around to asking Evie to marry him.
Colin & Evie's wedding was a large-ish affair. They were surrounded by family and friends and looked so happy and so young.
The O'Haras live in their home town and keep very busy with their careers and friends. They just bought their first house a year ago and are enjoying being homeowners and redecorating.
