I would say, it means, what it says: hoops (of a barrel). It may have something to do with the names Hooper (or Cooper, but this of course is from a different word).

There is a place in the south east of Scotland called Crawford (and more in Canada and the US). Crawford is a 13th cent surname in Britain.
