I have never heard of Borut... maybe you're right and it is related to Boris, but then it can't be related to Borat (assuming that this names exists at all). Not all similaar-sounding names/words are necessarily related. Kazakh language is not related to Russian, as Kaleko points out, it's Turkic, and I see no way Kazakh names can be related to Russian names.
