The original French is as others have described. However, there are many people in the USA who pronounce the name of the city of Racine, Wisconsin, as RAY-seen, including many who actually live in that city.

I know it as a French surname, like the playwright: rah-seen, with the syllables getting about equal stress and the R making that lovely French sound. As a fn, it suggests either racin' along or raisin as in muesli.
