you could also see it as a female form of Rhyl, which is a Welsh boy name taken from the Welsh placename Rhyl.

A Google search throws up 312 hits for Rhyli. It's not common but there's quite a few out there. There'll be a lot more who are two young to be on the web, since Riley names have been so popular in the last 10 years.
