I heard it means "cheetah", is that true? where does it originate, etc. thanks!

I don't know about the meaning of a name but a 'duma' is a Russian equivalent of a parliament:

Yep, and in Russian it means something like "thought, thinking".

Only time I've seen Duma is in reference to the angel Duma, and in that case it means "silence" in Aramaic.
