Here we have: "Based on our observation, ..." That probably means that visitors or users of that site can vote somehow or tell the choice they made for their own child, and that gets tabulated at the end.

Big problem of course: Even for a very popular website that will never be more than a minority of all births in Singapore, maybe even only a small fraction.

I you ask me, that's not too interesting, and that's the reason I did not add that data to my own given name website. I would love to see good hard statistic info from Singapore, but this isn't it. (I didn't find something better after a quite extensive search.)
