Doba is a feminine variation of Dov according to Chabad.
Alfred J Kolatch (in the new name dictionary) lists Dobe as a variation of Deborah and Duba as the female version of Dov. He does not list Doba as a name.
My guess is that it was used as both.
Toba seems more likely to be distinct and derived from Tova
Edited to add - I feel like I've heard of people whose "english" name was Tauba and Hebrew name Yona, which would go with the dove theory.
