None are official. Since the 40s, Meiji Yasuda have sent out surveys to their customers and they vote on their favourite names. Namaejiten receive their information from a 'major database company' which is a bit vague but plausible, though not official. St Benesse is another survey.

From research I've done in the past, the Meiji Yasuda one is the only one I've heard mentioned as credible. I've never heard of the others before. It should be noted Meiji Yasuda doesn't rank by popularity as in total usage, but personal preference. It is however still a great resource! You can see trends and which names died out, -ko names in particular.

Namaejiten seems like a great resource I've seen similar sites for surnames so it's not totally unbelievable.

St Benesse seems the same as Meiji Yasuda, though instead of being an insurance agency they're a pregnancy magazine. Again, seems like personal preference and definitely not official.

Namedic just looks like a unranked dictionary of names.

I often use Culturetour https://culturetour.net/japanese-names/top-100-most-popular-japanese-names-for-girls-in-2018 (there's one for boys and different years etc). Like Namedic, it's more of a dictionary and doesn't include a resource.
