I've changed it but you can change it too. When you submit a name there is a section 'theme' when you can choose the banner.

No, it appears that only editors (like you and I) have the ability to set a theme. If you log out of your account and then try to submit a test name, you will see that the "Theme" drop-down menu is not present on the input form.
I must say, all of these recent theme requests have made me begin to wonder: why is this feature only limited to editors? It doesn't seem like *that* important of a feature. And even if it is, then I don't see much potential for severe abuse there.
Perhaps it might be an idea for Mike to do a trial and see how submitters handle the ability to set a theme? If it ends up getting out of hand somehow, then he can always stop the trial, revoke the ability for regular members to set a theme and go back to the way things were before.
