I am trying to determine if a distant relative of mine named Eliza could have later come to the USA and be known as Laura

That's very vague, of /course/ she could have, she could have been called Sharkiesha for all we know!

Of course she "could" have. People did sometimes change their names, even in previous centuries. Plus, if this person was born after around 1800, she was probably born with a middle name. Her full name could have been Elizabeth Laura or Laura Elizabeth.
