Archivesmeaning of rubio
I think that the entry about the surname Rubio is a mistake, because according to my Spanish-English dictionary, "rubio" means "blond", not "read-haired".

Rubio comes from the Latin word 'rubeus', meaning red. I don't know exactly when or why the term 'rubio' came into use to refer to blondes, or just light-skinned people in general, but I believe it is a fairly recent interpretation of the word.
