I'm Dutch and I NEVER heard this name before. If it is Dutch the pronunciation would be:
DOW-tsun (ow as in cow)
maybe it could be a lastname with the meaning 'son of Douwe', because -zen is the same thing as a -sen ending. See Cleveland Kent Evans' post for the explanation of Douwe.
