Add the name to the Submitted Names Database if you wish to preserve it in some way. It will never be added to the main database again, because proven existence alone is not enough. A name should also be sufficiently common, which Jancis does not appear to be.

I would assume so, plus the amount of people with the name on social media, such as Facebook and LinkedIn. If a website with 2.27 billion active users like Facebook only has 5 people with first name X, you can rest assured that it's too rare for inclusion in the main database. Such names will only ever be fit for the Submitted Names Database, which is fine usually, since it's intended to be a supplement to the main database.

No, I don't think so. If you look at the update history, you will see that there have always been a few names removed with each update:
