I'm not an expert in Irish, but I'm fairly sure the vocative case of Niamh would be 'a Niamh'

Well, if even the official Irish statistics office lists the name with a "h" at the end, I would not dare to drop it:

Probably the Niamh spelling reflects the most usual usage. In the same kind of way, Mhairi is the usual spelling but outside Scotland the Mh- is pronounced like a normal M. I don't think that telling people that they're making a mistake will change their behaviour: they'd be more likely to complain that the site doesn't contain their name.
