In Finnish, raivo means 'rage'.

To me as a Finn, Raivo is an Estonian name with a weird meaning. I have always assumed that it comes from some other source than the Finnish word raivo.

There are 174 people named Raivo in Finland, but most if not all of them are probably Estonian.
