I just found Arthas listed as a Chinese name. This made me laugh. Arthas is a fictional character from World of Warcraft, an online multiplayer game. It doesn't have any meaning other than that. Arthas Menethil is a tragic figure in game lore who ultimately becomes the arch-villain and leader of the undead hordes. http://wowwiki.wikia.com/wiki/Arthas_Menethil

Sometimes the people submitting names to the submitted names database don't think it through when submitting a name. The website seems to be cracking down on them since I've seen a lot of them deleted. I remember when the Japanese names section was filled with names from anime that would never be used in real-life Japan.
If it's borne by a video game character, then it goes under the category Popular Culture.
