I'm not Dutch but from what I can gather, it does look like it's a variant of Lotte (and/or a diminutive of Charlotte). I've used this website (http://www.meertens.knaw.nl/nvb/) and typed in 'Lot' to find out if it's another diminutive of Charlotte.
When I've clicked on 'verklaring,' it comes up as "Zie Charlotte" (see Charlotte) and nothing else (it comes up most of the time whenever I type in a diminutive of a name), so yes, it is another diminutive of Charlotte and most likely a variant or a shorter form of Lotte.

Lotte is a short form of Charlotte. Lot is an even shorter form of the name.
They are not diminutives, because if they were, then they would have had one of the following suffixes: -ie, -je and -ke. Here are a few known diminutives of Charlotte:
- Lotje
- Lotteke (you're more likely to encounter this one in Flanders than in the Netherlands)
- Lottie (this one is also variantly spelled as Lotti and Lotty)
You can find all of them in the database at the website of the Meertens Institute, which I see you're already familiar with.
