How does one post a comment in the comment section of a name? I can't seem to do it.

You on the page that has the name, ex: http://www.behindthename.com/name/silvia
You then go over to the tab that says contribute, click it and you are brought to a page that allows you to provide a comment on the about the origin, the pronunciation, a famous bearer or your impression of the name. (You can also rate or add a pronouciation to the name.) Click on the type of comment you want to give and it opens up a page with a comment box (much like the message boxes here) where you can comment. Then you can either preview or post the comment and it will appear in the comments section of the name.
