If you follow the instructions there, you can submit a name. However, you must provide sufficient evidence before the name will be added, and even then you will have to be patient, as it may take more than a year for the name to be added to the site.

I submitted 'Deva' ages ago with evidence yet nothing's shown yet. Should I re-submit since it's been over a year? And there's new evidence (a famous couple gave their daughter this name).

No, don't resubmit . . .
It can take more than a year even with evidence, and famous people using the name is not etymological evidence anyway, merely evidence of usage.
You will just have to be patient.
