The accent mark is called a fada. It lengthens the sound of vowels. :)
Check in www.namenerds.com and you'll find - as I did - the pronunciation (FWAY lawn) but no explanation of the accent mark.
Quite often these marks are for historical reasons only; showing that a sound has changed or used to be written in a different way ... like the circumflex in French, which to my (limited!) knowledge just gives etymological information - the letter s having fallen away when the pronunciation changed.

I'd pronounce 'fay-lan' or 'fee-lan'
