It's more of a nickname for people whose actual given name starts with Con- , such as Constance (f) or Connor, Constantine etc (m). So it's equally appropriate for both male and female bearers, some of whom will probably prefer the double-n version (Conn) to avoid confusion with con artists, confidence tricksters etc.
