I have read somewhere that the Ric part of Richard derives ultimately from the Latin Rex (King) - from which probably derives the notion of Richard meaning ruler.

That sounds likely, but i thought Richard was derived from German?

The Ric- in Richard is not derived from Latin, but the root ('reg-' for 'rule') is cognate and appears in both the Latin and the Germanic branches of Indo-European. Compare the modern German word 'Reich' (kingdom, realm).
