As a surname it would've been given to someone from the town of Kendale.

So it would appear that the town is recorded in the Domesday Book, therefore it would've been reasonable to have a "surname" of Kendall in the Middle Ages.For a story it would make the most sense to use it as a surname if the character or their family was from there.
