Probably from iS meaning to let fly or to stream out, which forms the root of iSu meaning arrow (cognate words found in Greek) and iSIka meaning reed or a small stick, one gets ikSu meaning sugarcane. Combined with dA, giver (feminine), from the root dA, to give (cognate with the root of the grammatical term dative), one obtains ikSudA which (along with other similar words) is the name of a river. I have not heard it as a personal name, and do not know if that is what you are talking about.
