How is Finlay pronounced?
As Fin-lay or as Fin-lee?
The pronounciations rule in English has so many exceptions that it is impossible for me to know the pronounciation of names I have not heard.

Obviously it is best to pronounce it Fin-lee, unless you are in Scotland.

I pronounce both Finlay and Finley as FIN-lee. Endings such as -ey and -ay can definitely be confusing. :b Take the words "valley" and "they", for instance. But I've never heard Finlay pronounced as FIN-lay, personally. As an example, the name Lindsey can be spelled as Lindsey or Lindsay, but (as far as I know) both are pronounced the same: LIND-see / LIND-zee.

Most people would probably say FIN-lee, but I say FIN-lay.
This is why I prefer the spelling Finley, which is unambiguously FIN-lee.
