It can be. It's definitely not as common as Isaacs or Isaacson, but there have been people with this surname- http://en.wikipedia.org/wiki/Isaac_(disambiguation)#Surname_Isaac_or_Isaak .
One of my best friends has the last name Isaac, so yes, it can be and is used as a surname.
