Can anyone tell me the meaning of the name Talona as a friend has called their child this and he has no idea what it means

Talona is a place in Georgia (also Taloney/Talony/Talonny), derived from the Cherokee to-lo-ny, the original placename. More than likely, this is the source he first heard the name from, even if he doesn't remember it being so.
The French reference you've gotten is from the Latin talus meaning 'ankle bone' or 'heel' and is never used as a personal name in France (thanks to Napoleonic law) but only by English speakers where it's first meaning is 'claw' and most users are unaware of it's Latin origin.
In Finnish talona means 'as a house' roughly - there are Finnish speakers here who can explain it more fully.
