Neither is original. Chloe was originally written in the Greek alphabet. According to this site, there was no dieresis (the two dots over the "e") or other diacritical mark on the last vowel sound. The dieresis would have been added in English to indicate that the "o" and "e" are pronounced as two distinct syllables (not, for example, as in "toe.")
Personally, I think almost everyone now knows how to pronounce Chloe and the dieresis is not necessary.
