This is one of those places where different accents lead to great difficulty in representing pronunciation. Personally I would never say that Wiley is pronounced "WHY-lee", because I pronounce "why" and "y" differently.
I think everyone might be able to agree, however, that Wiley and Wylie normally rhyme with Kylie and Riley.
