I somewhat doubt that "Icie" is a Pawnee name, as it did happen to be well-spread enough throughout America to have made the Top 1,000 most popular female names in the U.S. at one time. According to the Social Security Administration's Office of the Chief Actuary, "Icie" was ranked #851 among female names in the 1900s. After the 1900s, though, the name "Icie" dropped off the Top 1,000 lists.
I would guess that perhaps "Icie" is a diminutive of some other name -- perhaps even a feminine form of "Isaac" (but that's only a guess).
