The woman who spoke was most certainly Immaculée Ilibagiza. She is a survivor of the Rwandan genocide.

The country would be Rwanda.
It means immaculate. It's taken from the title/term Immaculate Conception and often used in honor of the virgin Mary. It's found in many languages with forms like Immacolata and Imaculada.
This is probably Immaculie, the French form of Immaculata.
