Since most people are named by someone other than themselves, it does not indicate too much about their own views. It is possible that we can deduce something about their personality by guessing they grew up in a family which liked a name of that kind, or due to how society at large viewed them because of their name. In any case, this board does not discuss such issues. I know neither the meaning nor the nature of the person with that name.
The name itself, however, is could have been derived from Sanskrit. The derivation is unclear, but has something to do with variety used to create art. It is, in fact, the common word for art in a broad sense. However, shilpa with a long a for the feminine is not used (the meaning barber's shop has been claimed for it) in Sanskrit to my knowledge.
Incidentally the meaning for your name (Pranav) given on this site is inaccurate: one of the very few things I will call a mistake. It is derived from pra-nu meaning to make a sound, and refers to the religious sound which is supposed to be the origin of everything according to one version of Hindu mythology. Hence the connection with primordial.
