In A Dictionary of Muslim Names by Salahuddin Ahmed, "Razan" and "Razina" are names from the Arabic for "calm, composed, self-possessed"; "Raziya" is a female name that goes back to the Arabic word for "satisfied" or "content", and "Rezwan", "Rizwaan", and "Rizwaana" are from the Arabic for "satisfaction, contentment." PERHAPS Raziyaan is a modification of those names in the local language the parents of the girl your friend liked spoke, but we would have to do more investigation to be sure. :)
