My family has many women in it w/ the middle name of Francelia (I'm not sure on the spelling) I love this name but can't find any thing on it. If I look up the 2 names that appear inside it (fran and celia) I find the meanings free and blind both w/ latin origins. If you can find anything else it would be appreciated.

Italian, Spanish and Portuguese form of the Roman family name Caelius, which meant "heaven" from Latin caelum.
I think you're confusing Celia with Cecilia, which does indeed mean "blind" in Latin.
