It was always my impression that the region in southern Italy got its name from Greek settlers and not the Romans; the Greek word for light gives us words like phosphorus and photograph, so there wouldn't be a connection there.
Once more, I can't prove this - but my guess would be that the luc- is the same as the lyc- in, for instance, lycanthropy and that Lucania was therefore named after the wolves that would have lived there.
I'm sure someone on this board will be better informed than me! Sooner or later the answer will appear ...
