The combination of the two elements RAGIN and BRAND doesn't have to mean anything at all. In the Middle Ages a lot of times name elements were arbitrarily connected, they were taken from the parents' names.
If you really wanted a meaning, you could probably tranlate it to "war advisor", or something of the sort.
