In the North Carolina city I just left, most people were of German descent (woodworkers who came for the wagon factories and later provided the skilled labor for furniture-making) and "Lail" was a common last name. No idea what it means tho. (No Arabs I ever met, altho scads of Mexicans in the last coupla years...)
But i'd be inclined to think "Lail" as a first name came from the possibly-German surname.
