Tripp
Well, even though it is a surname, can it be used as a first name, such as in the book?

I'm not sure what you mean - "can it be used as a first name" - someone obviously did, didn't they? You can call a child "cup" or "plate" if you want. There are no can or can't rules.
There are no name police who will arrest you as far as I know. I don't like Tripp myself but then I don't have to use it.

Tripp is used as nickname for someone who is the 3rd in the line of names- John Smith Sr, J.S. Jr, J.S. "Tripp"

in Quebec they regulate naming, a man tried to name his daughter and he wasn't legally allowd to name her that, lol :)
